Organization, Functions and Duties
Administrative Training Institute (ATI), Salt Lake
City, West Bengal is the premier training Institute of the State under
Personnel and Administrative Reforms Department of Government of West
Bengal. Its principal function is to conduct training programmes for all
levels of officers and staff of different Secretariat Departments,
Directorates and other offices of the
Government. The Institute also conducts training programmes for urban
local bodies, panchayats and non-government organizations in relevant
areas from time to time. In addition to induction level and functional
training for government officials, the Institute also conducts training
programmes in financial management, economic development, trainer
development and information technology. Disaster Management Centre Urban
Management Centre are two specialized units of ATI which conduct training
progrmmes, research and studies relating to various aspects of disaster
management and urban management respectively.
ATI also takes up projects for capacity
building and training. Three projects named ‘Capactiy Buidling for Poverty
reduction (Training Interventions), ‘Training for All’ and ‘Strengthening
capacity building & awareness generation for effective Implementation
of RTI Act,2005’ are currently in progress. ATI conducts on
an average more than 150 training programmes annually. Details of the
training programme are available in the annual training calendar. In
addition, programmes sponsored by different government and non-government
organizations are held from time to time on relevant topics. ATI also
develops training materials, training films, case studies and monographs.
Apart from State budget, funds are provided by Government of India for the
training programmes sponsored by Department of Personnel and Training (DOPT).
ATI has a library having nearly 20000 books and also
important journals in relevant subjects.
The training programmes are mostly residential. ATI
has a hostel with 104 rooms for single accommodation with common bathroom
for two rooms. Another hostel building of similar capacity is under
construction. The Institute has a guest house and quarters for officers
and staff.
ATI has eleven Regional Training Centres (RTCs) at Paschim Medinipur, Burdwan, North 24-parganas,
Jalpaiguri, Darjeeling, Malda, Murshidabad, Nadia,
Bankura, Birbhum and Purba Medinipur districts. Two more RTCs have been
sanctioned for Purulia and Coochbehar. Training programmes are conducted
at RTCs under the supervision of the District Magistrates for government
officials working in the district.
The powers and duties of its officers and
employees
The present work distribution among the ATI faculty is as follows,
subject to overall supervision of the Director. In addition to the specified duties as
detailed below, the officers will perform other duties as may be assigned
by the Director from time to time. All the
officers will also remain involved in designing, conducting and evaluating
the assigned training programmes.

The procedure followed in the decision making
process, including channels of supervision and accountability
The ultimate decision making authority in the
Institute in any matter relating to training and administration is the
Director
of the Institute and in discharging his functions he is assisted by the
Additional Director, four Joint Directors, one Deputy
Director
and the Professor, NDM and the Professor, UMC in respect of NDM and UMC
matters respectively. These officers discharge their responsibilities
according to the allocation of work made by the Director whose approval is
required in all important financial and policy matters.
As a regional office under the Department of
Personnel and Administrative Reforms Department of the State Government,
ATI is functions under the administrative control of that Department of
the Government.
The norms set by it for discharge
of its
functions
For the discharge of its functions, the Institute
follows the norms and procedures of the State Government as are contained
in the Service Rules, Financial Rules, Codes and Manuals of the Government
applicable to all offices, Departments and Directorates under it. The
Disaster management Centre and the Urban Management Centre function
according to the guidelines of National Centre for Disaster Management and
Housing and Urban Development Corporation respectively.
For conduct of training, at the end of each financial
year request letters are issued to all Secretariat Departments and
Directorate offices thereunder to indicate
their requirement of training, levels of officials to be trained and after
holding meetings with the representatives of such Departments and
Directorates and other offices a consolidated
training Calendar for the next year is prepared and published. Apart from
this, specialized training programmes in relevant areas as well as
training programmes sponsored by Government of India are conducted
according to availability of funds and training needs identified.
The rules, regulations, instructions, manuals and
records, held by it or under its control or used by its employees for
discharging its functions
As regards rules, regulations, instructions, manuals
and records, the existing legislations, executive instructions and orders
applicable to all regular Government establishments are similarly and
equally applicable to ATI, West Bengal for discharge of its executive
functions and duties.
The records mainly include files relating to training
programmes already conducted, training manuals published by ATI itself or
received from other sources, training films, and books,
files on administrative matters including accounts and electronically
stored materials in hard-disks, CDs, floppy disks etc.
A statement of the categories of documents that are
held by it or under its control
The documents held by ATI, West Bengal or under its
control include files and electronically stored materials relating to
training matters, administrative, financial and account matters, pay and
allowances and other service matters concerning all officers and staff.
The ATI Library has about 15,000 books besides several journals,
periodicals and newspapers. ATI has published several books, monographs,
training manuals and training films and reprinted some government manuals.
It also publishes a newsletter regularly.
The particulars of any arrangement that exists for
consultation with, or representation by, the members of the public in
relation to the formulation of its policy or implementation thereof
The training calendar of ATI is prepared after
consulting all government departments in a meeting held every year.
Training needs assessment of different user departments are held from time
to time as part of training and capacity building projects. At present there is no special arrangement for
consultation with the public. A statement of the boards, councils, committees and
other bodies consisting of two or more persons constituted as its part or
for the purpose of its advice, and as to whether meetings of those boards,
councils, committees and other bodies are open to the public, or the
minutes of such meetings are accessible for public. There are some internal committees of officers and
faculty are constituted from time to time for specific purposes like
implementation of projects, preparation of training modules and case
studies, evaluation of tenders etc. The meetings of such committees are
not open to the public, but minutes of such meetings may be made
accessible for the public as per provision of RTI Act, 2005.

obtained from the Reception desk which functions during office hours. ATI
has a web site which gives a wide range of information about its
activities and contact details including facility for contacting through
e-mail. The Library of ATI is for use by faculty, trainees and staff only.
